The Benefits of Credentialing…
The competency framework and credentialing process for Adult Literacy Practitioners:
– Clarifies the work of literacy practice and reveals the depth of the field
– Is helpful to the field and opens the door to practice, that is, it does not serve as a gatekeeper to keep people out
– Embraces the variety of ways people enter practice and views that variety as a strength
– Shows an articulation between the work practitioners do and the pathways learners take
– Captures the diversity of the work that is being done around the entire province
– Incorporates a process whereby prior learning and work experience are acknowledged
– Strikes a balance between accessibility and rigour, while employing a flexible approach.
How you can apply for credentialing

1. prepare your letter of intent/application
Adult Literacy Practitioners in BC, who have minimum work experience of 3 years full-time and 5 years part-time are invited to submit a Letter of Intent which serves as an application to the process.
In this letter they must state the number of years they have been working in the field of adult literacy and outline at least three reasons why they want to obtain a credential (See our template [PDF]).
2. obtain your letter of recommendation
A critical aspect of the application process is a Letter of Recommendation from a present or previous employer, supervisor or colleague. In this letter, the writer notes the following:
- how long they have worked with the applicant;
- roles and responsibilities the applicant assumed during that period;
- general overview of applicant’s competencies in relation to the work completed (See our template [PDF]).
At this time, the applicant submits a non-refundable $50 application fee to Decoda Literacy Solutions.
The Decoda team will review the applications and select a cohort of people for each term. Terms will start in January each year. Competency claimants will pay a tuition fee of $250 when they submit their portfolio.
3. review and understand the domains and competencies
At the beginning of the term, competency claimants will participate in an information webinar that explains each of the domains and competencies. The purpose of this is to ensure that each claimant fully understands the depth and scope of each of the domains and competencies, and has been provided with examples of ways to claim each competency. 4. Build your portfolio
Using the Adult Literacy Practitioner Credential template (see our sample chart), applicants will claim their competencies and prove the claim by building a portfolio which may include, among other things, their resume, education credentials, certificates, workshops attended, and job descriptions. Decoda staff will provide support and guidance in this process.
Competency claimants will pay a tuition fee of $250 when they submit their portfolio.
5. review your portfolio
Claimant portfolios will be initially reviewed by a team at Decoda to ensure completion. Following this, portfolios will be reviewed by professional reviewers.
For the formal review, Decoda staff will present the portfolios to the professional reviewers, tribunal style. Reviewers will ask questions, request clarification and make final decisions to accept competency claims.
6. am I a successful applicant?
Successful claimants will receive notice that they have met all the requirements for the Decoda Adult Literacy Practitioner Credential. A certificate acknowledging this will be awarded along with a letter detailing the domains and competencies.
7. am I an unsuccessful applicant?
Unsuccessful claimants will be informed of the areas that need more development, or claims that need further documentation. They may resubmit once, at no additional charge.
